During the first wave of Vale Tudo fighting that came to the USA, it was hard to know who was legitimate and who wasn't. There we all kinds of claims people were making. It was hard to tell the real from the fake. The first web site to try and validate Brazilian Jiu Jitsu black belts was BJJ.org. The site had no authority to rank anyone. Belt listings were submitted by other enthusiasts & players. Through research and online policing the belts were verified.
