The beginning of BJJ matches

Hi. I have a question in regards to BJJ takedowns. Is it expected (in class, open mat, etc.) that you start off holding each other's gi's? Or can you just shoot in for a double leg without ever holding your opponents gi or him holding yours?
Is this allowed in tournaments as well?
Also, any suggestions on techniques when you both start on your knees?
I really find it annoying when people try techniques immediately while
on the knees. I feel that you should immediately pull each other into
a guard or side-mount, etc. which is more common in a fight where you
both would have started standing up. Nobody fights each other with both guys on their knees.

You can go for the single or the double leg without holding your opponents gi. I often do this at tournaments. But you can't jump to guard without making contact, so you can't just sit down and slide over to your opponent at the beginning of the match without making contact.
