Why was Officer Wilson so immensely winded?

When the guy started to run he was sprayed with pepper spray. Once on the person or in the air it greatly affects your breathing. She was one of the first Officers on him and I am sure that she inhaled some of the spray. It probably got in the back of her throat as she was also coughing. I have been sprayed many times and it always makes me cough and gasp for air.
I see. I didn't notice that CS was sprayed. I detest CS quite a bit myself.
